Wu (he declined to give a last name) operates the I Love Music booth at Underground Atlanta on Friday, April 24, 2015 in Atlanta. A South Carolina development company, WRS, Inc., is under contract to purchase Underground from the city of Atlanta, with the deal expected to close in September. The company’s plan calls for 800 or 900 apartments, a grocery store and other retailers to fill spaces currently occupied by a wan collection of cheap t-shirt shops, novelty vendors and an arcade.
